What does this piece of paper mean?

Hey guys, sorry if this has been talked about before or has been posted somewhere else or what ever, but i wanted to see if anyone else has seen this easter egg/Note?

Basically i found a note in the main spawn room on the lecturer stand, it's a little note which can only be read through a sniper scope. There's also another note in the same room as the power switch right next to the toolbox on the desk. BOTH of these notes state the same name/words.. which are 'Ignomo Jubilus'

What does this mean?? has anyone found out anything about this? because from what i've researched so far i'm the only one whose posted this question. Post your thoughts or if you have found any other notes on "FIVE", the only other note i have found is in one of the boarded up rooms which has the GK logo. Thanks guys :D

I believe it means "Laughable mistake" in latin
