I found out the names of most of the Soviet scientists working under Dragovich, and 5 out of the 6 Ascension Group.

Ascension Group:

(some of their names are to blury to make out)

Ivanov

Petrov

Stefan Fedorov

(4th guy is to blurry)

Boris Titov

If can watch NGT walkthrough's at over 480p then try and see the 4th guy.

To find out these names just look up a walkthrough of the numbers mission and watch it in stop motion and take note of the names at the beginning.

Same thing with Ascension group but in Executive Order.
