On Verruckt, something special happens when you turn on the Power that doesn't happen on any other map. What is it?

Correct! When you turn on the Power in Verruckt, ballroom music starts playing in the starting areas. It isn't that faint really unless your volume settings are abnormal. The music plays for a little bit out of the speakers in the asylum until they cut out. :P

My sound settings are different because I play long games and I mute everything except voice in my sound settings. Sorry, I couldn't answer that. I really thought there was something else besides that.

Yes you could've. People kept saying things about sound effects. They were close. It was music, not sound effects. So had you listened for music you would've found it. However, you did not, so you did not. You can't blame me nor the question because your settings weren't at default. Whether or not you hear it, them music is there.
