Noobish question (attachments?)

I feel like a noob asking this but on U.C.P. overview it says 'mange attachments.'. What are attachments here? how do i add them? what do they do?

>>MANAGE ATTACHMENTS

When clicked it says you have no posted files. what does that mean?
