Hey guys, quick question. i know this may not have anything to do with zombies but who is in charge of locks? How do they decide when to lock?

im guessing a reason why leaks aren't really allowed is because people will follow blindly into them and occasionally insult others when they really have nothing to follow on. im not trying to call you out, and you probably didnt really know better seeing as you're new, but next time think forst please :)
