Heres what ive been sticking to: A51 were in a way the new generation of Group 935, and as such, they obey. Obviously not a complete theory, but while shits in the air why not.

That's awesome you know about Shep! [brains] It's funny because alot of Americans have seen that image, it's a recognizable image. But yet, it means absolutely nothing. It's kind of a statement of how people always search for a meaning in everything when really some things, in reality, mean absolutely nothing. Those people who actually try to look deeper into its meaning only burden themselves more and often end up condemning the image as an act of vandalism from some evil source.

This could reference John Carpenter's "They Live". In the movie the entire world is controlled by a race of Alien Overseers whom appear normal unless viewed through a special set of sunglasses or contacts. The word "Obey" is featured multiple times in the movie usually in the place of the American Flag when viewed through the glasses. I believe this movie was an inspiration for the Giant "Obey" images as it pre-dates them by a year.
