As for the U235 and U238, it seems they do play a significant role in the story.

I believe I know what that barrels and balloons thing is about.

Most balloons use helium, which rises. And I'm pretty sure if it rose high enough it could get to the top of the atmosphere and enter low gravity orbit. That's the only way this seems possible.

And those barrels could be wasted stages/fuel tanks from rockets.
