What exactly "Nav Cards" are?

Well, as title says...

I've seen a lot of posts talking about this Nav Cards and I really don't understand what they are.

I've already got one, at the Bus Station in a pile of trash or Idk what it was. But what is that for? Why is it always in your inventory? Can every person in the team get one card from the same place?

From what I'm reading... nobody knows?

You build the reader as part of Richtofen's EE and Richtofen tells you to insert the navcard, but all navcards apparently say "Wrong Navcard" when you try to use them, and you don't need to insert one to get the EE achievement.

Either they have no purpose and are just a distraction, they will be given a purpose in later DLC, or we just haven't figured out how to use them yet.
