CDC and CIA

Ok why is the CDC and CIA in this small little green run county and not in a larger area that was hit by the missile from moon :?:

It could be possible that the CIA and CDC were sent in after the missiles hit Earth as a clean up crew. Also the CIA were involved in Jackass Flats, which we know takes place at the same time as TranZit thanks to the TV radio at the Farm. So...Naturally if the CIA are involved with Jackass Flats they would be involved with the going ons of Green Run.
