My nav card theory and what they do

So, I was reading a post about the location someone posted about earlier and people were saying you can either pick it up behind the bus depot, and obtain them other ways, such as dying at certain times or doing certain things. First off navigation means to pick a destination and stay the course right? So what if we have been thinking too one dimensional about the reader as In all we have to do is pick up a part and put it in a build able? Maybe we have to do certain things, such as "commit" to something or someone or do something special after obtaining it to actually make it work in the reader? Might be a stupid idea but it just popped in my head?
