More morse code??

Hello everyone this is my first post and just joined. Here goes I'm wondering if the u at bus depot and the 4 and lights surrounding 4 at diner are flashing morse code. It seems to be when your looking at them that they are indeed flashing morse code. If anyone knows morse code and could figure out if it actually is would be great. Me and my buds have been trying to figure out anything that could be for ee so much so it's driving us nuts. I'm sure you know the feelings as well no doubt. Now the on 4 u at diner I'm assuming it is referring to the lights at diner because they are already on without turning on power. Again not sure just guessing which leads me to believe that the lights are sending us a message. Any help with this would be greatly appreciated.
