Is it just me or does Russman's voice sound a little off?

Not talking the solo scene, but his new lines in game. I don't know it sounds like a new VA attempting to re-create the voice or the guy was sick. But his new lines, sound a little off I honestly didn't recognize who it was at first until he said one of his recycled lines.
