NavCard Table Not Staying Built

Posted this in Die Rise Section because that's where it's occcuring but either this site is dead or maybe noone knows but I have done everything right, completed the Tranzit EE and when I build it in Die Rise it's not staying built nor when it is built does it even prompt me to even put a nav card in. *Trying to build it in Solo Online Normal Mode if that makes a difference. I know nothing stays "put" in anything local.

Is this specific to PS3 and needs to be patched or has others on PS3 been able to do it just fine? Also when it has accepted your card do you have to go pick up the white one or does it auto upgrade. Lastly if you go back to tranzit after changing out nav cards does the black tranzit one pop back up or is it gone now?
