? Tower trap?

Ok so I was playing solo... And I found this tower in the docks (you know the one...) and at the bottom was a trap switch that activated a sniper-like thing from the tower...

BUT more importantly there was a power meter IN the tower when I activated it! Any thoughts?

I have heard you can shock it to shoot RPG ammo instead of sniper fire.

Also there is rumors if two people activate it you can upgrade it even more.

Yes, it shoots missiles once you shock it. Two people, however, will do nothing to it but the missiles.
