Perma Jugg - How you lose it?

I've been told that you always lose this perma perk at the start of Round 15. However I just watched a youtube video where the player took 2 hits on Round 18 with no perks. How is this possible?

So heres the thing. You hear the sound that says that the persitent perk goes away. But the thing is you actually don't lose it till you go down for the first time(after round 15 you can go down infinetely amount of times before round 15). I put a lot of time into figuring everything out and was able to get the exact way to get it every time and how to lose it. Heres proof

Just to clear it up, you have to go down after round 15.
