Does anyone know what this is? the lights always disappear. its in the back room in the court house. BTW the picture is sideways. tilt your head to the left

Someone else posted it was showing the Easter Egg progress. It seems like a legitimate answer, but the reason it disappears is beyond me.

There's a post on it a few up, the rows are the three easter eggs thus far, the columns are players 1-4.. That one shown signifies only one player has done two of the easter eggs, and since it's blue, he did Richtofen's side on both.
