NAV table required for High Maintenance or not?

Me and my friends tried to do Die Rise's quest a few days ago and got stuck somehow, because we couldn't get the symbols on the elevator to light up, even when all 4 of us were already in position. We thought it was probably a glitch in the map, but it repeated every time we played the map. I thought something was missing, so I tried to do some random things. Eventually, I built the NAV table. And after that, the elevator step worked. For all our games after that, the NAV table stays built, and the elevator step would always work without fail.

So my question is: is this a mere coincidence, or is the NAV table really required to even start High Maintenance? Many of the guides say they don't need the table built, while some do, so I'm a little bit confused.

No it is not required for any easter egg. The navcard tables are only for the "End Game" on Buried.

No, it should not be needed. That guide is a tad bit outdated.
