Staves with 0 generators?

I haven't tried this yet, but can you gather the staff parts, open the Hallway of the Ancestors, and build a staff without having any generators on? Are the generators only for PaP and initially powering perks?

You can build all your staffs minus the Staff of Fire (since that requires Generator 6 to be powered on).

Cool, thanks, good to know! The generators are way less important that I thought at first.
