Nothing fancy tech-wise, and it could also be upgraded when zapped with electricity.

It doesn't shoot at you because it's a game breaking mechanic, simple as that, even though I think you can get hurt from it shooting rockets but I might be mistaken on that. The only real question I have is, how does that technology exist at a period when infrared wasn't around...
