Solved it using a Cryptogram, letter changes are here. By the way, where is this cipher located?

So I'm pretty confident that I solved the underwater cipher by the power turbines:

"Richtofen must understand that using these teleporters to jump between dimensions is both dangerous and imprecise. At any point, the fabric of space-time could collapse if the proper amounts of 115 are not maintained. l am also concerned about the unknown effects of trans-dimensional jumps. l have noticed even with my brief travels that new memories and emotions have flooded my mind, suddenly appearing from nowhere. l am also sure something is happening on a molecular level as well."

Here is the final cipher text I used:

To get to this point I had to "massage" a columnar transposition cipher to get 20 columns made from 19 columns originally. Basically spaces had to be added that aren't readily apparent in the original ciphertext. 

Then you get a weird wrap-around version of a transposition cipher. I've color coded it for (slightly) easier reading:

Start with the green "Richtofen" through the cross-over, and then end with the red "well."

I've never heard of this happening with a simple columnar transposition, so I'm not entire sure that it actually is. If someone knows, please fill me in!

I think its the part about 20 /19 

With 21/19 it should be more clear 

Count the letters between the numbers (21)

TGca Cipher Solved:

It has been speculated that this is not the end of this cipher. It could potentially house another meaning which is revealed by the way the TGca pairs are sequenced. Or it could have something to do with the torn up papers strewn across the map.

Does this count? I found a Japanese letter in the boss fight room and I haven't seen anyone talk about this yet...

@Draz A very rough translation from Google is as follows (I think the gun reticle messed up some of the words, plus it's pretty dark :p):

I can edit the brightness on the pictures, check my edit soon. If anyone wants to have a clear look at it, it's in the boss fight room, where the big Trasher is, next to a corpse.

I tried to clear it up for a while (through brightening, structuring, etc.) and couldn't do much to get a better translation through Google's image translation app, but if you can then that would be awesome!!

Okay, I tried the Google translator thing as well and got pretty much the same translation. I've submitted this to a translation sub-reddit though, so hopefully they can help. I'll keep you updated!

I was looking at those too, try /r/translation as well if it's taking a while!

It appears that someone has responded to @Draz's Reddit post and provided a rough translation (written from the Emperor's point of view):

They must not let Masaki Takeo leave the island alive.

@Nieno69 Ok, so I tried to make a very long post that explained everything with lots of pictures. Unfortunately there were too many pictures and I couldn't get them to work with the upload size for posts. However, I did manage to copy it on put it on reddit.
