0 Percent preloaded Black Ops Cold War Zombies

Hi

every time my brother try's to play cold war zombies  he get this message

0 Percent preloaded  

and cannot get into the game in any mode or map

but if i am playing zombies and start the game without him in my party 

once the game has started and i am playing

he can then join my party and get in game 

but he can't if he try's to play zombies on his own

has anyone seen this or know of any fixes for this
